As I read the story in last Wednesday’s Daily Monopoly, I began scratching my head. I decided that I needed some help.

My reading is that negotiations are progressing (half to two-thirds there after almost 10 months) to develop a preliminary plan to develop a plan for the planning process for the recovery of New Orleans. However, before this plan for a plan can be completed, there is concern that this plan may be superseded by a proposed grant to develop a different plan for the planning process.

Have I translated this correctly?
