Above Bobby meets with Lege leaders

So Bobby got two special sessions to pass whatever he wanted. The leges got the regular session to pass whatever they wanted. When do the people get a session?

Despite the state constitution, earlier this year, Bobby picked the Speaker of the House and President of the Senate as well as most of the committee chairmen in each house.
Bobby and Speaker-Designate Jim Tucker had a show-down over the chairmanship of the House Appropriations Committee. Bobby had promised the job to Rep. Noble Ellington. Tucker had promised it to Rep. Eddie Lambert. Both blinked and compromised by appointing Rep. Jim Fannin.
